Ok,  Is this tank too far gone?  Seems like there are a lot of little issues that add up to No Bueno...

 I assume the fuel pump is also hosed...

Throw the pump at next doors cat as it is of no more use than a rock.  I had a tank that was near that bad repaired not long ago and it has come up really good. Use paint stripper to remove all the paint and examine it then as that will reveal any holes that are still hidden.

I highly recommend "Worx natural hand cleaner". Took it right off.Fuel Tank woes... 314318
