So I finally got my build to run, but found my idle was pretty high. Initially it started idling around 3k then when I revved a bit it stuck around 4-5k. I ended up lowering the idle adjuster pretty much until the bolt no longer touched the stop. It’s currently idling around 1.5-2k.

Would this be a TPS issue or choke cable issue, or potentially something else?

Have a look at the position of the ratchet clamps on the rubber inlet manifolds.  I had a similar issue and it turned out that one of the clamps was turned in just enough to prevent the linkage from dropping all the way down.

The TPS can hold the throttle open if not adjusted properly.
