Recently having a front wheel fitted the tyre guy commented that the bobbins were well worn. I came home and compared them to a set on another bike and a spare set I bought secondhand but nearly new. I can't see much difference to be honest.

My question is how do you measure wear in the bobbins and when to change them?

Grab the floating disk and attempt to rotate it radially around the centre mount (i.e. in the same direction the wheel rotates).  The disk should not move radially at all.  If it does, the bobbins are worn.  Floating disks can move tangentially a little bit because they are designed to do that so that the pads can apply equal pressure to the disk.
