Let's just say, hypothetically, that I want to run the engine. And, hypothetically, I don't want any ignition.
Would it be sufficient to disconnect the tank wires, and the wires to the jetronic?

Just disconnect the ECU and all will be OK. I presume you want to turn it over on the starter without it starting.

Yes. I want to check that the engine turns over. I did this manually, but I want to check the starter, new cam chain, oil/water pump etc. for operation.
I had coolant leaking into the cylinders before changing the head gasket. Hopefully that is now remedied.
