Except the side stand safety switch isn't working as it should. Like you assert, maybe police motos enabled starting with the side stand down for some reason unfathomable to mere civilians. Member jbt has experience in law enforcement with these motos; maybe he could shed some light on this.

What I'm interested to know is if the moto will crank—or at least lurch— if starting in gear is attempted. Smile  It seems that your work would breach the clutch safety switch too.

K1100 starts in gear provided the side stand is retracted and clutch is pulled.

That's correct, but his direct ground connection to the starter relay seems likely to bypass both those so-called safety devices, not just the side stand switch. For clarity, I'll rephrase my question.

Will the motorcycle lurch when it's in gear with the clutch hand lever not pulled if the ignition is switched on and the starter button is bumped?

Most definitely it should be doing that, if BOTH side stand and clutch cut outs are by passed.

I have reconnected the clutch switch to the wiring from the clutch lever, so it will not turn the engine over until the clutch lever is pulled in.
