Quick question,

     Wear spots on the fork tubes down close to the seals,

Is this an indication of:

1) A bad seal (current or previous seal) or 
2) Normal wear and tear

Wear and tear but not normal. Fork oil is one of the most neglected items of maintenance and as for anywhere else if the oil is old it stops working and excessive wear happens.
Properly maintained the chrome fork legs will last for a long long time and wear usually first shows on the sliders.
