Looks like you have the early one that can be opened without a key by lifting the flap.

It was opened by pressing down on the lock panel, Rick. The flap lifters were on boxers.

The problem with the early caps was that the recess for the 'push panel' filled with water in rainy weather and when you opened the cap the water drained directly into the tank. The later caps have a ridge around the opening that prevents any draining water entering the tank.

I think there may have been a recall on the early caps??
