its probably a silly question but do I need to drain the oil to check the valve clearances and change the shims if need be.  I have the oil drained now but I would like to work on some other things while I wait for the valve tools to show up.

No the oil level in the engine is lower. However you will get some residual oil in the cover that will drip out on your immaculate workshop floor so a drip pan, rags, paper towel will be a handy addition.

Word of caution do not remove the spark plugs before the shims are done. Some loose carbon can get caught on the exhaust valve seats and give a false reading. If you have already done that check again after a short test ride to make sure the clearances are correct.
